Nina Hakobyan, a lawyer at the Protection of Rights without Borders NGO (PRWB), represented the interests of the organization’s beneficiary, Larisa Baghmanyan, before the Administrative Court of the Republic of Armenia. She sought to compel the Unified Social Service to grant Baghmanyan an old-age pension one year earlier and to include previously unrecognized periods of employment in her total length of service.
Larisa Baghmanyan applied for a pension on January 5, 2026. However, the Unified Social Service rejected her application, citing the absence of the required 35 years of employment.
The dispute concerned her periods of employment at the Martakert Industrial Complex (1982–1991) and the Mokhratagh collective farm (1993–1998).
After examining the submitted documents and witness testimonies, the Administrative Court established that Baghmanyan had worked during the disputed periods and upheld her claim in its judgment of October 5, 2026.
The Court also noted that a correction in an extract from the administrative order did not constitute sufficient grounds to consider the information clearly recorded in her employment record book unreliable.
As a result, the Court ordered the Unified Social Service to grant Larisa Baghmanyan an old-age pension one year earlier, with payments retroactively commencing on January 5, 2026, the date she submitted her application.
