PRWB Submits Report on Anti-Armenian Discrimination in Azerbaijan’s Education System to UN High Commissioner for Human Rights

The Protection of Rights Without Borders NGO (PRWB) has submitted an input to the UN High Commissioner for Human Rights for the preparation of a report pursuant to Human Rights Council Resolution 57/24, “Education as a Tool for Preventing Racism, Racial Discrimination, Xenophobia and Related Intolerance.”

The document presents evidence of how Anti-Armenian discrimination has been systematically incorporated into Azerbaijan’s education system, including school textbooks, children’s literature, patriotic education programmes, commemorative events, and university curricula.

The findings presented in the report indicate that education in Azerbaijan has been used as a means of systematically disseminating racial stereotypes against Armenians, constructing a collective enemy, and normalising hostility. In this context, education risks becoming a mechanism through which prejudice and discrimination are institutionalised and reproduced across generations.

At the same time, the submission highlights the responsibility of education systems to promote equality, human dignity, intercultural understanding, and peaceful coexistence, particularly in societies emerging from conflict.
