Report on the ” Activities of self-governing bodies of the judiciary in the Republic of Armenia as a guarantee of independence of the judiciary”.

The report was elaborated in 2019 by the Protection of Rights without Borders NGO with the support of “Open Society Foundations” Armenia Office.

The conducted research was aimed at presenting the legal and practical compatibility of the RA Judiciary Self-Government Body to the RA Constitution, as well as to the international criteria of the sector, raise legislative and practical problems and present recommendations directed towards their solution.

The following methodologies were applied during the research:

• Document Analysis: A study on the principals and criteria of the international organizations, included recommendation by the Ministerial Committee of the Council of Europe, reports and opinions of the Venice Commission, was conducted.

The regulations prescribed by the RA Constitution and RA Constitution Judicial Code and from the perspective of the above mentioned principals and citeria.

A research on the activity of the Supreme Judicial Council, as well as the decision made in 2018 was conducted.

• Expertise interviews: The legislative and the practical problems related to the activities of the RA Supreme Judicial Council, recommendations for their possible solutions were discussed with the experts.
