PRWB at APRI Armenia 2026 Yerevan Forum

On September 25, Hasmik Harutyunyan, Legal Expert at the “Protection of Rights Without Borders” (PRWB) NGO, participated as a speaker in a panel discussion at the APRI Armenia 2026 Yerevan Forum, titled “Reimagining the Oversight Function of Armenian Civil Society Organizations.”

In her remarks, Hasmik Harutyunyan addressed cooperation between civil society organizations (CSOs) and state institutions, as well as the role of public oversight.

“It is essential that dialogue be built not on personal relationships, but on stable and predictable institutional mechanisms,” she emphasized.

Speaking about CSO-led public oversight in high-profile criminal cases, Harutyunyan noted: “When there is a consistent professional response, legal substantiation, and public attention, it can influence specific legal processes.”

According to Harutyunyan, the impact of CSOs should be supported by legal and institutional safeguards that do not depend on the profile of individual cases or the level of public attention they receive.
