Monitoring of the Qualification Checks for Replenishing the Lists of Judge Candidates

“Protection of Rights without Borders” NGO conducted a monitoring on qualification checks of the judge candidates during the months of October and December of 2017.

Based on the conducted monitoring, a report on “Monitoring of the Qualification Check of the Judge Candidates” was elaborated by the Organization.

The problems recorded during the written and oral stage of the qualification checks were raised by the Organization.

The following recommendations on the recorded monitoring were presented by the Organization:

• Define objective criteria for the members of the examination board
• Elect the members of the examination board according to their professional skills and abilities
• Define concrete legislative regulation for the unopened exam samples
• Define concrete assessment criteria for the examination works and a scale for point reduction
• Provide the opinion-conclusion to the judge candidate elaborated in the interview stage of the psychological test
• Define a predictable assessment criteria for the candidates based on the questions by the members of the Supreme Judicial Council
