Hasmik Harutyunyan, the legal expert of the Protection of Rights without Borders NGO, touched upon the outcomes and the main problems of the judiciary reforms programs implemented within 1995-2018 in the scope of a research.
The comparison of the program research and the measures implemented within its scope enabled to separate 3 group reasons, which had influence on the lack of independence of the judiciary:
