Information Note on “The Impact of State of Emergency on the Labor and Social Rights and the Measures Directed towards their Elimination”

The current information note was elaborated by Nina Hakobyan and Anahit Mkrtchyan, lawyers of the Protection of Rights without Borders NGO.

As a result of the state of emergency announced in the Republic of Armenia, problems have risen from the labor and social legislative regulations among physical and legal entities, especially in regard to the overwhelming force conditioned by the state of emergency.

The document is directed to the measures on the elimination of the problems related to labor and social rights under state of emergency situation, measures directed to the elimination of the outcomes caused by Covid-19, examination of best experience of other countries.  

In the scope of the documents, the following issues related to labor legislative relations were touched upon

  • Vacation
  • Remote work
  • Work from office
  • Outage not by the fault of employee
  • Ceasing of work relations

•   To the changes made in the RA Labor Code dated 29.04.2020 adopted by the RA National Assembly

•   Problems related to the implementation of the civil-legislative obligations or the impossibility of their implementation
