“The Obstacles facing the monitoring group and current problems relating to violation of human rights in penitentiary institutions”

After the velvet revolution the ministry of justice sticks to the same position and keeps hindering the group’s activity the same way”, stated Nare Hovhannisyan, member of the public monitoring group in conducting public control in RA ministry of justice at 2018 July 25 Media Center discussion. 

Nare Hovhannisyan, member of the public monitoring group of conducting public control in RA ministry of justice, while dwelling upon the problems facing the group, stresses that within 10 years of their activity their work was never hindered to the extend as it was during 2016 politically shaded  events when the observers were not allowed to meet with the detainees.

This tendency is still in effect and covers other cases.

“So far we have not witnessed practical differences not withstanding statements”, says says Robert Revazyan, lawyer of the public monitoring group of conducting public control in RA ministry of justice PIs, dwelling upon the work being conducted in penitentiary institutions following the velvet revolution.

He also says that no penitentiary institutions is adapted for people with disabilities whereas the WCs are quite disastrous.

Zaruhi Hovhannisyan, member of the public monitoring group on conducting public control in RA ministry of justice PIs, says that in Abovyan penitentiary institution there is a mother of 4. While according to the law the sentence should not have been executed. And the problem of the guardianship of the children is still on the table.

Hasmik Harutyunyan, president of the public monitoring group on conducting public control in RA ministry of justice PIs notes that in spite of the legislative amendments relating to suspended sentences there are still content related problems.

“The institution of independent institutions was abolished, but the same problems still prevail”, Harutyunyan says.
