ԵԱՀԿ-Մարդկային չափման հարցերով համաժողով 2022

Վարշավայում շարունակում է ընթանալ ԵԱՀԿ Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի (ԵԱՀԿ/ԺՀՄԻԳ) Մարդկային չափման հարցերով համաժողովը (Warsaw Human Dimension Conference):Համաժողովին, այսօր ելույթ է ունեցել «Իրավունքների պաշտպանություն առանց սահմանների» ՀԿ իրավական հարցերով փորձագետ Հասմիկ Հարությունյանը՝ անդրադառնալով Ադրբեջանի իշխանության կողմից որպես պետական քաղաքականություն առաջ տարվող և հովանավորվող հայատյացությանը, ատելության խոսքի տարածմանը, ազգային ատելության հողի վրա կատարված խոշտանգումների դեպքերին, սպանություններին, մշակութային ժառանգության ոչնչացմանը և մարդու իրավունքների այլ խախտումների։

Honorable Moderator, Distinguished Delegates, participantsI want to attract your attention to a very important issue related to the topic. We are concerned with the deeply rooted and state-promoted racism in Azerbaijan against ethnic Armenians. Hate language against Armenia and Armenians has been one of the features of Azerbaijan’s leadership for many years, and it motivated extra-judicial killings, torture and ill-treatment, mutilation of the Armenian servicemen and civilians during and after the 2020 war and aggression against sovereign territories of Armenia in 2021 and 2022. It also led to systemic destruction of the Armenian cultural heritage, including churches and other places of worship, monuments, landmarks, cemeteries and artefacts. Impunity for these actions creates imminent risk of ethnic cleansing of ethnic Armenians living in Nagorno-Karabakh. Dear participants, The issue of systemic racism has been raised and acknowledged in the Order of the International Court of Justice, EU resolutions, recent report of the UN Committee on the Elimination of Racial Discrimination, international human rights organizations, and international media. Given the threat of ethnic cleansing of Armenians in Nagorno-Karabakh on the grounds of racism, the existing armenaphobia in Azerbaijan we urge all relevant bodies, delegates present here to take measures to end state-promoted racism in Azerbaijan and raise the immediate implementation of the recommendations provided by the UN Committee on the Elimination of Racial Discrimination, as well as the Order of the International Court of Justice.
