“Why Are There No Armenians In Nagorno-Karabakh?” fact-finding report was
On November 29-30, 2023, the Protection of Rights without Borders NGO organized a two-day
training course on the topic “Human Rights in Administrative Proceedings” specifically tailored
for the Republic of Armenia Police employees.
The training course was conducted by human rights experts Ara Ghazaryan, Karen Tonoyan, and
Ashkhen Dashyan.
During the training course, fundamental principles of police activity, contextualizing within the
broader framework of human rights and administration were presented and discussed.
Furthermore, the experts delivered the topic of human rights in the context of proceedings aimed
at preventing invasion, ensuring road traffic safety, and safeguarding the freedom of assembly.
The course also addressed the specific features concerning the protection of the right of the
individuals experiencing domestic violence and the safeguarding of minors’ rights within
administrative proceedings.
During the training, Argishti Ghazaryan, the President of the RA Administrative Court, delivered
a lecture on the topic “Judicial Practice of Challenging the Police Administration” which was
also discussed.
The training courses are held periodically with the aim to enhance the quality of public
administration by building the capacity of both state and local self-government bodies.
The training sessions are carried out by the financial support of the National Endowment for
Democracy (NED).
