Human Rights in Administrative Proceedings. Two-Day Training Course for the Employees of The RA Health and Labor Inspection Body 

On July 27-28 of 2023, the Protection of Rights without Borders NGO organized a two-day training course on “Human Rights in Administrative Proceedings” tailored for the employees of the Health and Labor Inspection Body of the Republic of Armenia. Human rights experts Ara Ghazaryan and Ashkhen Dashyan conducted the training course. 

During the training course, human rights in the framework of administrative proceedings, as well as the general principles of administration in the context of the fundamental principles of the activity of the inspection body were presented.

The characteristics for the implementation of the separate proceedings were presented, in particular, the workshop addressed various labor rights violations, encompassing scenarios such as unpaid salaries and final settlements, discriminatory termination practices, workplace harassment incidents, breaches of employee health and safety entitlements, and adherence to sanitary regulations. Moreover, participants explored protocols for managing excessive noise levels in residential and public spaces, as well as the nuances of drug circulation control.

During the training course, Judge Ruzanna Azroyan from the RA Administrative Court delivered a lecture focusing on the judicial practices concerning challenges against the administration of the Health and Labor Inspection Body. The presentation encompassed topics such as ensuring adherence to administrative deadlines, safeguarding the rights of participants involved in proceedings, identifying violations, and drafting protocols.

A particular emphasis was attached to the topic of the prohibition of double liability, the specific administrative procedures involved in addressing issues related to drug licensing was presented and discussed. 

The training courses are held periodically with the aim to enhance the quality of public administration by building the capacity of both state and local self-government bodies. 

The training sessions are carried out by the financial support of the National Endowment for Democracy (NED).
