On April 15, the 8th meeting of the EU\u2013Armenia Civil Society Platform took place in Yerevan, bringing together representatives of state institutions, European bodies, and civil society to discuss the implementation of CEPA and its impact.\r\n<\/p>\n\n\n\n

Hasmik Harutyunyan, legal expert at the \u201cProtection of Rights without Borders\u201d NGO, spoke during the panel on strengthening democratic resilience and advancing the visa liberalization process.<\/p>\n\n\n\n

In her remarks, Harutyunyan addressed systemic challenges in human rights protection, stressing that despite existing strategies and formal commitments, tangible progress remains limited.\r\n<\/p>\n\n\n\n

\u201cDespite the commitments undertaken within the framework of CEPA and the steps already taken, systemic reforms in the field of human rights protection in Armenia have not yet been implemented. The existing steps are often formal in nature and do not ensure real change,\u201d she noted.\r\n<\/p>\n\n\n\n

She further emphasized the interconnected nature of these challenges: from the slow pace of legislative reforms to the disproportionate use of detention, restrictions on freedom of expression, and inefficiencies within the judicial system. According to Harutyunyan, meaningful progress requires a shift from formalistic approaches to reforms that are substantive, measurable, and accountable.\r\n<\/p>\n\n\n\n
