\u00a0<\/strong>The court session on the early conditional release of the freedom fighter Volodya Avetisyan was delayed: the representative of the Independent Commission was not present at the court session and the court had not been informed about the reasons.<\/p>\n

As stated by advocate Araks Melkonan, Avetisyan has a positive description of characteristics, has never been subjected to disciplinary sanction and despite that fact, the Independent Commission has rejected his application of the early conditional release for 6 times.<\/p>\n

On May of 2017, Avetisyan will be released on the grounds of reduction of the sentence set by the amnesty of 2013. \u201cThat does not mean anything: even one day spent in prison can be questionable\u201d \u2013 said Advocate Melkonyan. In an interview with \u201cHetq\u201d, Melkonyan said that the decision of the Independent Commission is not appealed at the court, but it\u2019s the court that should make a decision on early conditional release.<\/p>\n

\u201cThe administration of the penitentiary institutions considers that the person does not have the urge to serve the sentence anymore and applies to the independent commission for early conditional release. The independent commission should approve that, so that the administration of the penitentiary presents the issue of the early conditional release to the court: in case the independent commission disapproves the application, the issue of the early conditional release is not submitted to the court\u201d \u2013 the advocate presented the procedures of early conditional release in Armenia at the same time presenting her position, that a person can be released on the basis of early conditional release only in case when the court considers that the latter does not have the opportunity to serve the sentence.<\/p>\n

According to the advocate, whatever the decision on early conditional release by the Independent Commission is, the issue of his early conditional release should be submitted to court.<\/p>\n

Friends of the freedom fighter Volodya Avetisyan were also present at the court session, who were annoyed by the fact of the delay of the court session: \u201cLet them clarify may be the Independent Commission representative is on his\/her way\u201d, \u201ctomorrow, the prosecutor will be present at the court session\u201d, \u201cthen we don\u2019t know what will happen\u201d \u2013 the friends of the freedom fighter Volodya Avetisyan expressed their complains while leaving the court hall.<\/p>\n

Before the judge entered the court room, Avetisyan delivered a speech \u201cI urge everybody not to vote for republicans, since it\u2019s them who destroyed our country\u201d \u2013 said the sentenced freedom fighter.<\/p>\n

Avetisyan was accused and sentenced on the grounds of fraud and attempts of fraud: according to the criminal case, Avetisyan took two thousand US dollars from a citizen to assist his grandchild in exemption from military service and in other case Avetisyan attempted to take 500 US Dollars again to solve army related problems.<\/p>\n
