decision<\/a>, that in the outcomes\nof the administrative body\u2019s activities, the professional activities of the\nmember of the Group of Public Monitors Implementing Supervision over the\nCriminal-Executive Institutions and Bodies of the Ministry of Justice of RA set\nby the Decree number \u0554\u0540-66-\u0546 of the RA Minister of Justice were hindered. <\/p>\n\n\n\nThe\nCourt, satisfying the appeal, mentioned, that according to the certificate\nnumber 22 issued by the Group of Public Monitors Implementing Supervision over\nthe Criminal-Executive Institutions and Bodies of the Ministry of Justice of\nRA, Hasmik Harutyunyan is a member of the Monitoring Group, who, in a line with\nthe RA Minister of Justice Decree number \u0554\u0540-66-\u0546, dated 18.11.2005 can visit\npenitentiary institution any day (including also non-working days) and carry\nout her professional activities as a member of the Monitoring Group, but as a\nresult of complaint filed by the employees, the Court found, that the members\nof the Monitoring Group did not have an opportunity to carry out their\nprofessional activities, as prescribed by the decree, therefore the above\nmentioned facts reaffirm the circumstance, that the activities of the\nadministrative body were illegal.<\/p>\n\n\n\n
On April 2 of 2017, the professional\nactivities of Hasmik Harutyunyan, employee of the Protection of Rights without\nBorders NGO and Arman Sahakyan \u201cNew Genereation\u201d NGO, as members of the Public\nMonitoring Group Conducting Oversight in the Penitentiary Institutions under\nthe RA Ministry of Justice were hindered at the \u201cNubarashen\u201d and \u201cKentron\u201d\npenitentiary institutions.<\/p>\n\n\n\n
