Harutyunyan\nemphasised, that the voice of\nthe civil society should be heard, stating that there is a big gap between\ncivil society and authorities\u2019 dialogue. &nbsp;<\/p>\n\n\n\n<p>As stated by H.\nHarutyunyan, the\nparticipation of civil society in the reform programs discussions has\ndrastically decreased and in case of participation in the reform programs, the\nfeedback, to what extent the voice of civil society is heard is not accepted\nand is not sufficient. <\/p>\n\n\n\n<p>Hasmik\nHarutyunyan presented the current problems and gaps in the legal and judicial\nreforms implemented in the Republic of Armenia so far. <\/p>\n\n\n\n<p><strong>Problems<\/strong><\/p>\n\n\n\n<p>1\u2024 Legislative and practical incompliance in the\nimplementation process of the reform programs. &nbsp;<\/p>\n\n\n\n<p>2\u2024 Problems related to the repetition of reform programs action plan and resources spent on it, for example, insurance of the independence of courts, court building conditions, appointment order of the judges, etc <\/p>\n\n\n\n<p>3\u2024 Problems related to accountability and public engagement. <\/p>\n\n\n\n<p>Hasmik\nHarutyunyan highlighted, that\nthe same problems have repetitive nature after the adoption of the strategy\nafter 2018. <\/p>\n\n\n\n<p>During the\nimplementation of the reforms, the most essential expectation of the civil\nsociety was connected to the recovery of the judiciary and to realistically measurable\noutcomes in that process. <\/p>\n\n\n\n<p>As mentioned by\nH. Harutyunyan, civil society\norganizations have submitted opinions on transitional justice and on vetting to\nthe relevant state agencies, which have not been accepted. <\/p>\n\n\n\n<p>As recorded\nby her, instead of systematic changes, only situational and single changes have\nbeen implemented, targeting certain group of public officials, for example\njudges.&nbsp; <\/p>\n\n\n\n<p>\u201cWe were talking\nabout the judges examining\ncorruption related crimes, judges conducting special control over the pretrial\nproceeding, in this cases, no examination has been conducted examining what\nkind of workload we are talking about and whether we can solve problems with\nsuch changes, how the independence of the judges by such changes will be ensured,\netc. These are problems, which cannot be realized without justification and\nevidence. I am afraid, we will worsen the current state of the judiciary,\ntargeting separate judges and thus not witness the reform outcomes\u201d- mentioned\nHasmik Harutyunyan. <\/p>\n\n\n\n<p>Hasmik\nHarutyunyan also emphasised\nthe implementation of the policy for the improvement of state agencies. <\/p>\n\n\n\n<p>\u201cThe\nexamination of the best experiences of other countries does not mean, that the\ngiven system will perfectly operate also in the Republic of Armenia. In other\nwords, placing a healthy particle in a sick organism will not guarantee, that\nwe will ensure a healthy system\u201d \u2013 added H.
