Armed Forces
For the ensurance of human rights protection in armed forces, human rights trainings for the staff of officers and commander of the armed forces, as well as for the representative of military police was elaborated for the first time in Armenia by the Organization.
The principal of the “Uniformed Citizen” was attempted to establish in the RA Armed Forces through the mentioned trainings.
Since 2013 to 2016, within the scope of its activities, Organization has conducted more than 18 trainings, which was attended by 465 representative of the commander and officer staff of the armed forces and by 182 representatives of the military police. The trainings were conducted in Yerevan, as well as in the regions of Syunik, Tavush, Vayots Dzor and Lori.
The human rights and fundamental freedoms training program was elaborated and presented by the Organization, which included …. for the students military institutions, senior and junior commanders, peacekeepers, investigative bodies involved in military cases, as well as the obligations of the members of the military staff was presented.
Within the scope of the project, since 2015 the course program on “Human Rights” was established in the Military Aviation University after Armenak Khanperyants and Military Aviation University after Vazgen Sargsyan under the RA Ministry Defence were established. The subject topics were selected considering the number CM / Rec (2010) 4 recommendation adopted by the Ministerial Committee.
The manual on the “Human Rights in Armed Forces” was elaborated by the Organization as a supportive material to the training, with the expectation to get the institute cadets of the military universities aqcuianted with the human rights with emphasise on the approach of “uniformed citizen”. Besides the program gaps, for the detection of the current situation in the sector, the Organization has conducted a number of research.
In 2015, the research on “The Right to child protection in Armenia in compliance with the Optional Protocol to the Participation of Children in Armed Conflict” was conducted. The recommendations submitted by the UN Child Protection Committee to Armenia on June 14 of 2017 were the grounds for the research. The research was conducted through monitoring and interview in the military college after Monte Melkonyan and Pokr Mher military education institute.
In 2013, the Organization conducted a research on disciplinary and criminal accountability issues in the RA Armed Forces, which was mainly directed towards the study of the problems regarding the disciplinary and criminal liablity means in armed forces. The research included 4 military division of the RA Armed Forces and 3 military prosecutor divisions, as well as the departments of investigation servie and military police.
In 2011, the mapping of the organizations involved in the RA armed forces was elaborated by the Organization.
