Fact-finding report: “Human Rights Violations during the 44-day Artsakh War”

Open Society Foundations – Armenia Office, Helsinki Citizens’ Assembly – Vanadzor Office, Human Rights and Protection Fund, and Protection of Rights without Borders NGO respectively published a fact-finding report on “Human Rights Violations during the 44-Day Artsakh War.”
The report presents information on the war crimes against the population of Artsakh by Azerbaijan, the violations of the international humanitarian and human rights, which were committed in the autumn of 2020, during the 44-Day Artsakh War.

The report summarizes the facts related to the violations of Artsakh population’s rights to life, to health, right to the respect of private and family life, right to ownership, prohibition to torture and ill treatment, crimes committed against the environment, against the cultural heritage, targeting the journalists, engagement of mercenaries, as well as application of prohibited measures and methods during the war. 

The evidence presented in the report is based on the collection and analysis of the data collected from different sources. In the scope of the presented works, the facts finding group visited Artsakh and documented the destructions and human rights violation right in the place. During the facts-finding mission, meetings with overall 879 witnesses were held, as well as cases on violations were examined.

To ensure the objectivity of the report, the credibility of the recorded evidence was clarified through the analysis from different sources, evaluation of military experts, other human rights and relevant official reports.
