The Protection of Rights without Borders Has Submitted 9 Reports on Crime to the RA Prosecutor’s General Office and Special Investigation Service

Within the period of April 17-25 of 2018, the Protection of Right without Borders NGO submitted 9 reports on the use of force, illegal detention of citizens to the different police stations, keeping the latter longer than as it is prescribed by the law, as well as use of the special measures by the Police against the assembly participants and the journalist covering the events.

Based on submitted crime reports, 5 criminal cases have been instituted, institution of 2 criminal cases has been rejected, 2 cases were attached to other criminal cases for the mutual solution and materials on 2 cases have been prepared.

  • Use of Special Force, Causing Bodily Injuries towards Journalists

During the peaceful assembly in Baghramyan Avenue on April 16 of 2018 near 15:20, the participants of the peaceful assembly were subjected to violence and special measures including sound grenades were applied.

According to the official data, in the outcomes of the use of special measures 46 citizens with different degree injuries were hospitalizes, including 6 policemen. The operator of factor.am news agency was also injured: the technique was damaged.

 

In Response to the Report Submitted by the PRWB

The Special Investigation Service responded, that the materials have been forwarded to the Chief Military Investigation Department. The latter made a decision to reject the instituting of a proceeding regarding the criminal case on the damage caused to the journalist of Factor.am news agency.

 

  • On the Forcedly Detention of the citizens to the Police Departments and Keeping the latter longer than the prescribed period

Near 8:15 AM of April 17 of 2018, a number of citizens participating in the peaceful assemblies were forcedly detained by the Police.  Davit Petrosyan, Ani Sarukhanyan, Yuri Avagyan, Vahan Kostanyan and Aleksan Kostanyan were brought to police department at 8:15 AM.

After 3 hours, though the detainees were not released and were kept in the police station until 17:45 PM. The later were illegally kept for more than 9 hours in Nor Nork police station.

The Special Investigation Service submitted a letter to the Internal Security Department of the RA Police, where it is particularly mentioned: in case of receiving factual data regarding the criminal act, we ask to discuss the issue of forwarding the materials to the Special Investigation Service.

The Internal Security Department of the RA Police responded, that the materials have been forwarded to the Yerevan Police Department for the mutual solving of the procedure within the official investigations.

 

  • On the Targeting of Davit Petrosyan, member of “My Move” movement and on his forceful detention

In the morning of April 18 of 2018, the participants of “My Move” peaceful assembly organized an assembly in front of the RA Government building, where the police, using dragging forcedly removed the latter from there. Davit Petrosyan, member of “My Move” movement was targeted by the policemen. Particularly, about 10 policemen attacked Davit Petrosyan and forcedly detained the latter.

The Special Investigation Service responded, that the criminal case number 62212818 on the abuse of official duties by the high-ranking officials, hindrance of the professional activities of journalist by the high-ranking officials was instituted.

 

  • Attack on David Petrosyan, member of “My Move” movement and his Advocate Araks Melkonyan by unknown people

On April 19 of 2018, near 17:00 PM, Advocate Araks Melkonyan and David Petrosyan were attacked by about 15-20 people in the yard of St. Grigor Lusavorich hospital.

David Petrosyan received different bodily injuries, in the outcomes of which, the doctors did not allow him to leave the hospital and obliged the latter to receive the necessary medical treatment.

Advocate Araks Melkonyan got injuries on her leg.

The RA Prosecutor’s Office of Avan and Nor Nork Administrative District has responded, that a criminal case on causing bodily injury to D. Petrosyan has been instituted

 

  • A Report on the illegal detention, violations and the Ill Treatment in Different Police Stations

A Report by the Organization has been presented, in which a reference to the gross human rights violations by the Police during the national movement of Armenia within the period if April 13-20 of 2018 is made.

The Special Investigation Service responded, that the crime report has been attached to the criminal case number 62212818 to solve the mutual procedure.

  • On the Attack and the Threats against the Students of the Yerevan State University

On April 11 of 2018, a number of students in the Yerevan State University held an awareness raising campaign on the peaceful assemblies to be held on April 13 in Azarutyun Sqaure and disseminated brochures for “My Step” movement. During the campaign, the head of Yerevan State University Security Department attacked the students and took the brochures. Threat and accusations towards the students were mentioned by the Security Officer. And Alik Ghariibyan, Chief of Staff of the Yerevan State University dragged the students.

The Central Department of Yerevan City responded, that a decision on the rejection to institute a criminal case by the prepared materials has been made.

  • On Causing Intentional Harm to the Citizen (2 reports)
  1. The policemen detain the citizens without any explanation. From the minute of 1:03 it is visible one of the policemen hurting the head of the citizen. Despite the injury of the citizen, the policemen continue to use force against the latter.

The Special Investigation Service responded, that the case has been attached to the case number 62212818 under the examination of the Special Investigation Service for the further solution.

  1. On April 23 of 2018 a video was spread through the website com news agency, where the video recording of the scene of the police troops detaining a citizen from the Republic Square on April 22, 2018 is clearly seen, according to which, while detaining the citizen, the red beret tried to break the leg of the citizen.

 

In Response We Learn from the Website of the Special Investigation Service that

According to the announcement published by the RA Special Investigation Service, measures directed towards the detection of the identification of the citizen detained from the Republic Square by the Police workers on 22.04.2018, as well as towards the detection of all the circumstances of the criminal case.

 

  • On the Access of 40 persons in civilian clothes to the Number 1033 Police Troops Unit and their arming

Protection of Rights without Borders NGO received a call on April 25 of 2018, near 12:40 PM, according to which 40 persons in civilian clothes entered the RA Police Troops Unit number 1033 (in Davidashen) and went out the building armed. Taking into consideration the importance, as well as the degree of danger in terms of keeping the public order and the security of the participants of the peaceful assembly of the mentioned issue, we ask to immediately check the information and issue a public statement in this regard.
