“HUMAN RIGHTS VIOLATIONS IN THE REPUBLIC OF ARMENIA DURING JULY 17-30 OF 2016” Report Presentation Press Release

 

On July 8 of 2017 at 11:30 PM, the presentation of the report on the “Human Rights Violations in Armenia on July 30 of 2017” elaborated by a number of Armenian non-governmental organizations took place at Media Initiative Center.

The speakers of the report presentation were Haykuhi Harutyunyan, the President of the “Protection of Rights without Borders” NGO, Robert Revazyan, lawyer of the Helsinki Committee of Armenia, Daniel Ioannisyan, the Programs Director at the Union of Informed Citizens Union, Levon Barseghyan, President of the Journalists’ Club “Asparez” NGO, Ashot Melikyan, Chairman of Committee to Protect Freedom of Expression.

Haykuhi Harutyunyan, the president of the “Protection of Rights without Borders” NGO mentioned, that the organizations involved in the elaboration process of the report on the human rights violations during the period of July 17-30 of 2016, have conducted huge work to record the human rights violations since July 17 of 2016.

As stated by Haykuhi Harutyunyan, the violations regarding the freedom of assembly, violations on the use of special measures and forces by the Police, violations of the freedom of media and journalists’ rights, violations of the freedom and personal immunity of the participants of the protest were presented in the report.

“The Report will be presented to the public as a lookback of the July events of 2016 with our demand and statement that the violations are not forgotten” – added H. Harutyunyan.

The civil society organization representatives will continue to pursue the application of the restriction measures towards the respective people in that regard.

Robert Revazyan spoke about the restrictions of the freedom of assembly and their process. According to R. Revazyan, during those days, on the whole 23 assemblies were organized, during the four cases of assemblies the participants were subjected to violence and inhumane treatment by the police workers.

“The 5 km radius restriction could not be legitimate, since in such cases, the Police should declare emergency situation and operate in a special way. In this regard, announcement was not made and in this context, the restriction of 5 km radius is not legitimate” – mentioned L. Revazyan.

According to Levon Barseghyan, President of the Journalists’ Club “Asparez” NGO, the police detained more than 800 citizens and applied special measures unnecessarily intimidating the latter and caused physical injuries to 200 citizens.

“I do not hopes and expectations, that the guilty will be punished in the given situation: we are in a serious crisis in this regard” – added L. Barseghyan.

As stated by Daniel Ioannisyan, the Programs Director at the Union of Informed Citizens Union, that despite the establishment of the order on the use of special forces, the latter was not preserved, for example light and vocal grenades should be applied at a certain distance from the people to refrain from causing serious consequences to their health.

Ashot Melikyan, the Chairman of Committee to Protect Freedom of Expression mentioned that, the journalists were gathered in one place and grenades were used against them, which speaks about deliberate retaliation”.

Haykuhi Harutyunyan also stated, that the Police used 5 types of special forces; there is no legal regulations on their use.

The current report touches upon the events which took place on July 17-30 of 2017 in the Republic of Armenia, exclusively with the regard to the human right violations, as well as provides detailed information on the circumstances and outcomes of the violations.

During the discussions at the Media Center, the facts on the human rights violations and in this regard, the necessities of bringing to liability were once again raised. Moreover, when the criminal accusations and court trails on the July cases against the citizens are ongoing and no liability measure has been used against the police up till now.
